Ministers, politicians and senior civil servants were significantly represented in all the Dialogue events. This group felt that any Smart Partnership collaborative endeavour especially at government-to-government levels, needed the critique, involvement, and fellow through of the political and civil service communities. This group developed its identity in Victoria Falls, Zimbabwe, in 1998 and thus the Politicians and Civil Service Link was created. The legitimacy that this group engendered could be seen in the experience sharing sessions, which gave the group valuable lessons to take home. A number of exchange programmes and in depth field visits have been initiated by this Link, with some expediently scheduled to fit in a particular Dialogue location and date.
